I'm doing this now. I'd suggest having the area sand blasted instead of just hand sanding the surface or wire brush. It's very important to get very clean metal - then prime - paint - clearcoat and you are in business. Shouldn't be a big price tag though.

I went through this last fall, both front and rear windscreens. Mine wasn't bad and I am glad I caught it early, it was mostly just surface rust. That being said I didn't even think there was anything in the front window until it was removed for an unrelated replacement. I had them grind and fix both removing all the rust then replaced the rear window as the plastic seal channel was brittle and chipped. In order to fix it right a new rear window is needed. At the same time I had the whole roof, cowl and rear cowl sprayed. Probably went a little overboard but it was probably in the $1.5K range including the rear window.
