Jim,

I was cleaning the car Saturday and had the front wheels off. See picture below.

This is inside the front passenger wheel housing/fender. Its towards the back left as you look at the wheel.

It appears on a hard right turn that the edge of the tire is rubbing against the wheel housing. The surface is shiny, so its been doing it regularly.

What could cause this ? Shocks? Something else? How do we stop this?

Looks exactly like mine. I'm sure it only happens when the wheel is all the way over at right turn lock. So it follows that it is only happening at very low speed. I don't worry about it on my car.

There are many 911's with that scuff, mine included. As noted, no biggy, it probably happens during parking.
