Trouble Shooting Low Beams not working

I have been trouble shooting my low beams not working on my 98 Targa. There is power at both fuses for the low beams and when I remove the headlight and test the plug it has power in the top pin when low beams headlights are turned on and power in the 3 pin and top pin (I think it was the third pin
) when the high beams are on. The low beam bulbs look good. Any one know which pins should have power?

At night, it's kind of hard to tell if the anemic low beams on a 993 are working or not.
If you know for a fact that the bulbs are both good, have you checked the clips that hold them in? There was a TSB and updated ground/clip retrofit that holds the bulbs in snugly to prevent what you are experiencing. The original clips were useless.
