I have no one to blame but the driver running late and rushing. I tore the protection bar off while entering a driveway. When the bar bolt tore out it took out the 85mm cover behind it.

I want to repair this to oem standards but I don't know what the cover is fastened with. It is not welded it is glued with some rubbery membrane glue.
Ouch, not good. I always thought that breaking the bar off like that would do some real damage to the pan it's attached to. Did the floor bend or dent at all?
There is no rust, some glue residue and some battery acid damage...good eyes

Did you somehow neutralize the acid damage? You may wish to have a good bodyshop repair the spare tire well, top & bottom. Battery acid > bad stuff.
What's the point of this protection bar when it rips off on impact?

I think it serves a purpose if the car happens to 'graze' over a speed bump, curb, or sharp driveway. Otherwise, a direct fore-aft impact will result in something like what the OP posted about.
The lowest section of my front bumper skin has numerous gauges from the original owner, but the spare tire well is fine. I've opted not to install one of the bars as I view them in the same light as the guards that people slap on the front of SUVs....

I used a neutralizing spray on the battery acid and then removed the residue with a damp cloth as per the instructions.
I am leaning to going to have the repair done by a shop, I have already ordered the replacement round lid.
