Default Tacky tachometer

While driving the other day, I almost had a cow when I stopped in traffic and saw the needle on the tach go down to the first hash mark. I finally got over the fear that he car wouldn't stall. My friend said the tach is the culprit. Any advice about what to do? Is this a DIY? My non pcar mechanic said it is important to know "how" the tach gets its information. Does anyone know what he means and what I should do?
