The way I read that chart is that the wheel will stick out 25mm more (has to, since the backspace is identical but wheel is 1" wider) but the "package" sticks out 13mm more. I think "package" in the chert refers to the tire that is most close to possibly rubbing the fender and not the wheel itself.
