Speedometer - cable or gear?

Speedometer - cable or gear?
My speedometer wavers and jumps a little bit between 0-15 mph and then acts fine the rest of the range. Is this a cable or gear problem most likely?

They don't have cables anymore.
Maybe sending unit as well so don't rule that out.

Dang Spoil Sport .... I was going to offer a great price on a cable
Ben - that jumping needle is a "let's get moving" call - these cars are uncomfortable hanging around in the bottom of 1st gear.
