backup lights not working

My lights are out. Replaced the switch on the transmission and then my lights were on 100% of the time. I checked with a DMM that there was voltage to the switch and that the switch had no resistance across the terminals when unplugged. I figured that the plunger inside the tranny was stuck so I took it off.
In the process, I saw that the 2 terminals briefly touch the case which caused a spark. Now I dont have any voltage to that switch.....
I checked the fuse and it looks good. ill go through the whole fuse box but dont know why the circuit has no voltage. After all, the switch is 0 ohms so a brief short should not be too much a problem - unless shorting to case ground is huge problem.
Any places to check upstream? Maybe inline fuse on the harness??

I found out that the foglight fuse is blown.
However, I still have an issue of the backup lights on all the time. The switch is working. It seems that the plunger on the crankcase is not actuating. Almost like the plunger pin is all the way out no matter what gear the car is in.

OK. Found out that the replacement OEM switch came with copper crush washer. It was too thin so that the switch was always on regardless of gearbox pin position. Thank goodness that the tranny pin was fine! I replaced it with a thicker washer and life is good again!
