Given a fixed wheel width, The higher the ET(o/s) the further inboard the wheel sits.
Wheel width also affects how they sit, given a fixed ET, a wider wheel will have 1/2 the extra width inboard and 1/2 outboard

Check out this site: http://www.rims-n-tires.com/rt_specs.jsp It's a nice visual of offset and allows you to compare two different wheel setups.
