They want 39k for it...seller claims no leaks and that is water from spraying the underside with a pressure washer. Just had $5k of service work done.
In your opinions, does this look like it was driven in rain/snow/salt, etc or is this normal for a 70k mile 993?

JMHO, but its pretty easy to tell water leaks (spills) from oil leaks,... 
I would be checking that out very thoroughly.
Salt is not used in the state of Oregon and VERY rarely in Washington in a few places. Looks normal for a 12 yr old car,..
(I'd lose those damned undertrays in a big hurry,... )

Looks like an average driven car to me. Why did the PO or dealer pressure wash underneath? Leaks or oil residue? Just make sure you get a good PPI that PS area wetness gives me the ******* as I have seen this before and am in the process of replacing my rack next week. It is not cheap. Even with the 5K of service done have everything looked over closely. From experience it can bite you in the **** if you don't get a PPI.

Here is the simple solution:
HAVE A PPI DONE. End of story. Chris said it all. The car is showing signs of leakage from all the normal spots. Price a new rack. I bet that will change your mind on a PPI. I didn't check the rack or get a PPI. I am putting in a rack and should of gotten the PPI. Just trying to help here. They may have spent 5K on servicing the car, but what if it needed 10K worth of work? Not trying to be pushy here, but I had hard lesson and would hope you can take something from my mistake.

No one's being pushy, a PPI will be done when I get to a certain point on a car. I rather enjoy looking.
This one is silver/grey interior...kinda blah, but I like the car other than that so far. It's local...which is also nice.
Regarding the rack, I've done them before... not a show stopper, but a negotiation point for sure.
