Default Starter issue

Chaps, trying to determine an intermittent non start problem - Dash lights up, fans blow, however turn the ignition to crank the starter and nothing, not even a click. Leave its for 15 mins and it starts immediately.

FYI - I thought it was an imobiliser issue, so I had that removed by the manufacturer. Car now only has a remote fob to unlock/lock the doors, the cut for it is the fuel circuit only.

a) Will a faulty DME relay cause this?
b) Poor battery?
b) According to my diagram inside the fuse/relay box in the trunk there is a starter relay, R61. The slot is not used, so where is the relay?

its a 1994 C2 RHD.

Update

nut missing off the solenoid, so the yellow wire was hanging on. New clutch fitted in 07, seems they never put the nut back on!
