Am I missing a vacuum line or is this normal?

Default Am I missing a vacuum line or is this normal?

Does it look like I am missing a vacuum line in this photo? Or is the connection at the center of the photo supposed to be like this?

(I'm trying to figure out why the AC does not work in my '95.

I recently had the system evacuated, checked for leaks, and recharged. It blew cold on the drive home but I was not able to drive the car for two weeks and now it does not cool at all. It will be another week before I can take it back to be checked.

In the mean time I am following the trouble shooting guide:

Thats just a vent open to atmosphere.

I'm pretty sure that vacuum switch is just to flip the intake air over to the snorkel on top of the fan housing when you go into reverse and should not impact AC whatsoever.
