Good price, but It looks like it has been repaired with fiberglass cloth by looking at the pictures...

It does say that it was repaired in the listing. It still is a good price if the job was done right.

Ahhh, didn't read the listing. I just looked at the pictures. Reading ebay listings it's like asking for directions when you are lost.

You might be right, but a mesh type screen is often used to repair plastic bumpers. See this LINK

what do i need besides Euro clear signals to make this bumper fit a NB? any other modifications or additions necessary?

New gasket, front half of the fender liners, grill, hardware, etc. No big deal, but probably a couple hundred $$. I let my body shop figure it all out.
