Stupid Question of the Day- Hazard Switch and Door Chime

Two questions:
When the headlights are on- doe the RED hazard switch supposed to light up steady and then blink when engaged?
Is the door chime supposed to sound whenever the key is in the ignition and door is open or only when key is turned to position 1?

My hazard switch illuminates with the instrument cluster lights, but never blinks.

...when the hazards are enaged. You might even hear a click sound duirng each "blink".
I think my chime goes on when the key is in the ignition and the door opened.
I pulled the plug on my seatbelt warning chime

The chime on my car only works when the key is turned and not simply when the key is placed in the ignition.
You may wonder why I care......I am trying to diagnose my immobilizer problem (won't go into program mode) and think the problem may lie in the ignition switch. Over the course of my cars life, it has had 4 immobilizers replaced by the dealer, the last one only a year ago (its still under warranty) and they believe it may be at fault for the "no program' condition but I am not so sure......
