Would oil cooler or a/c ballast 'click' cause headlights to flicker...?

I notice that my headlights flicker every 8 - 10 seconds - wonder if that might coincide with fan ballasts or other issue. Anybody else 'seen' this? My headlights are the stock crappy system...

If you've got the AC on the compressor clutch draws a lot of current and will cause a dip in the headlights when it engages. Try turning it off and see what happens.

Marlon,
After replacing both of my ballast resistors, I would venture to say that yours are probably toast as well (age). The insides literally crumbled after getting the pieces out. I think they either work, or not.
I agree with Ed's thinking.
