You would think so, yet--again, in the "tuner car" world--there are many such devices that do nothing other than simulate emissions-related OBD-II functions.

FWIW, my wife hooked up her laptop to her ECU this weekend since inspection was today. Checked that all the readiness codes were set, and would have set any that weren't. There's a lot of mystique around this stuff but it's just a really simple computer which is easy to manipulate.

Easy to make any device legal and fly bellow the EPA Radar by simply stating "For Off Road Use Only"
Thousands of items are marketed that way.
