Mark, you are correct. even the 95s have valve guide issues
valve guide issues, yes; SAI issues, no. the only problem with clogged SAI ports is that you can't pass inspection if you have an OBD2 car. that is the only issue with SAI ports. you can still have worn valve guides (this goes for every porsche ever made as far as i can tell) but you can decide when, and how, to deal with that on your time rather than when the state tells you to fix it so you can pass an emissions test.
$23.5k sounds highish for 145k. I've seen several cars with 80 to 100k in the mid $20s. If you're in love with it, I'd say $20k would probably be more in line with that mileage. This suggestion is only based on mileage though, so only one take it for what it's worth.
I'd have an indie do the PPI before a dealer. I'm sure if you post, someone car recommend an indie in your area with intimate knowledge of these cars which would be helpful in better assessing a high mile car.
Definitely get the compression and leakdown numbers. This, along with oil consumption will give you good data points to asses the strength of the engine.
My 95 has 211000 on it and is going strong to my knowledge the engine has not been rebuilt or even something simple has the plug wires changed. A/C my only issue. Good luck if it were me I would get it.

I guess it depends on your definition of the word "issue". MY '95's do experience clogged SAI ports, but, due to the less discerning OBDI, generally do not have CEL issues associated with the clogged SAI's.
