A few months ago I got the SAI CEL. It's the third time. The first was a bad relay, the second the SAI valve and this time it was clogged SAI ports. The flush failed to clear cylinder 4. I went in for PA inspection, which includes emissions, brought the mechanic some baling wire, and explained how he could bore out the clogged port. He reset the CEL and immediately ran the emissions test. It passed. Not sure if that's what PA had in mind
