Some people changed the spoiler module to keep it from coming up at such a low speed in order to save wear and tear and because they just didn't like it going up and down up and down.

somebody posted a nice little trick a while ago- while you are driving and the car is moving above 7MPH, AND the spoiler is already up, hit the spoiler-up button once and the spoiler will not cycle up and down if you come to stop lights along your commute. to restart the cycle- either turn off the car and re-start it, or hit the spoiler-down button once while driving and the spoiler will retract normally-

I've made it a habit to extend the spoiler as soon as I've started the car. I just wait to hear the faint click behind the dash and I know it's up. I tend to only retract it once I put the car away for the night. Or not. But I try to keep the cycling to a minimum.
