I got an estimate of 10 hours for the following work:
-plugs/wires
-distributor caps and rotors
-distributor dual drive belt
-belts
-lower valve cover gaskets
What do you guys think, sound about right? I should mention that I have absolutely no reason to doubt the shop.

Yup, seems about right. It would take me probably 15 hrs+ to do the same, but I'm sloooow.
p.s. are you SURE the distributor belt is included in that? I think that's a big pain to do, and it's not a very routine thing to service.
p.p.s. I assume your quotation includes only 11 spark plugs considering their total allotment of 10 hrs.

throw in suspension or LWF set up while you're in there!
Dizzy belt shouldnt take more than an hour. Its not that bad really.
