I am with Joanne on this. It is really scary. Imagine what could have happened if the car's owner had happened upon this guy while he was being "an artist"... someone could have ended up in the morgue. People like that need to be locked up for a very long time in a padded cell.
This reminds me of thae song "It's cheaper to keep her",...
