What do you folk use to clean the clear plastic rear fender protector material (which is similar to the clear bra stuff) of bugs, tar and other stuff that requires a little extra umph?

Doug,
Use a product called 'Plexus' Plastic Cleaner and Protectorant. Comes in a spray can and is made specifically for cleaning plastics and acrylics. Best product for this application and easy on and off. Suggest using with a microfiber towel and you may want to flush the surface first to remove any grit. The 3M film scratches VERY easily. Check the Forum sponsors for Plexus - someone should stock it.

If you use the 3m products, the second phase "polisher" has a bit of sealer/wax in it. That's all I do. I believe a heavier wax would dry to clear bra out over time as well as generally reduce optical clarity which would already be lower. Rejex would probably be ok if you really wanted to treat it with something.
