Question Whining (from car)

I was hoping for a little help.

On Wednesday, I drove the p-car to work and heard a whining coming from I believe is the front of the car (perhaps the left side). It starts when I hit about 15 mph and stops when I am slowing down (at about 15 mph).

Same noise this morning. I hear it with the clutch in, the clutch out, while on the brakes, without brakes, engine off (pulled key out and coasted), it is constant.

My wife keyed in that maybe its whining because I don't drive it enough. But seriously, has anyone experienced this or have any idea of what to check? BTW, 58k miles (already had my 60k service).

Thanks in advance for any input.

Could be many things, but one thing that came to my mind is maybe the fender linners are rubbing against the tire?

I thought of that too. Nothing obvious is in the way. I am going to jack it up and start from scratch this morning (and take of the engine pan while I'm at it). If you have any particular ideas on places to look, I would appreciate it.
