I meant for street cars. I could see that race cars would not need them.
Looks like we really do not know why they are there. If it was aerodynamics why wouldn't the race cars have them?

Although drag reduction is a performance advantage, race cars benefit more from downforce increase for a given drag. In other words a better L/D ratio. These covers would ultimately improve gas mileage and decrease emissions on a road going passenger car.
