What is the black accordian like air dam thing under the spoiler on the deck lid?

Mine is ripped in a couple of places. I am trying to find threads on cost/process of replacing, but am not sure what to search under -

$100 labor incl cleaning and lubing some other stuff in there. 993 51212100 Air Wall $96.96 All done with recent service at my independent.
