Kinda like when Danny Sullivan spun and won the Indy 500, but instead of a trophy and trophy girls on the podium the "perp" got silver braclets from some angry CHP and a coupla' knees on the back.

Now that's talent worthy of HWFMR...

It never ceases to amaze me that police will endanger the public by chasing criminals traveling on public roads.

Couldn’t that helicopter have followed the guy and told the police on the ground when and where the guy got out of the car? This does assume the helicopter has functional radio; which should be a safe assumption.

Maybe the guy had just committed a violent crime and the police were in hot pursuit. Or maybe not.

I'm going to disagree with you on this, Ron. It is NOT the police that is endangering the public but the perp in the car who chose to evade. Remember the infamous slow-speed chase a la OJ: police don't "create" a chase nor determine the speed at which it occurs; the criminal does. Judging from the perp's high rate of travel, the police decided that he needed to be checked in order to AVERT danger to others. Notice the police cars following the "bump" car were keeping all other traffic back, thus limiting the damage (if all goes as planned) to the perp's own crash. Obviously, all did not go as planned (again, the fault to the criminal evading) and so more drastic measures were employed, again dictated by the perp's behaviour. Regardless of the perp's reason for flight, he becomes a criminal in both the legal and moral sense the moment he chooses to evade law enforcement and place innocents in danger. Even more, to NOT pursue only sends an all too clear message to other would-be evaders. From what I see on this clip (limited, to be sure), I feel they acted responsibly and in the best interest of the public. ...IMHO

A spike strip may have been more approriate, don't you think? It is really VERY lucky that some innocent bystander was not killed! Better yet, why not lay low, stay WAY behind (out of sight) and let the chopper pursuit until the perp stops. Once he sees that there is nobody behind him, why drive recklessly? This gives him time to come to his senses and probably make the decision to dump the car at some point and try and evade using other tactics. That's when the motor's can come in and do their work.
IMHO of course.

I'm surprised that the police car caught up to the mustang, I thought the mustang was supposed to be fast.

Indeed, a spike strip would be the better alternative, but only IF there were time to employ one. This assumes availability of a strip in a crusier in the vicinity and a lower speed chase so as to plan for its placement it in the "projected" path of the the perp. The absense of either or both of these conditions may have prevented them from using one. Moreover, the use of a strip also assumes that all the time being spent to employ it would not result in impending catastrophe in the interim.

I am certainly not advocating "cowboy" tactics; just that police have protocol designed for every "conceivable" scenario, and the determination to use one tactic over another is not made lightly, or without concern for public safety, OR their own jobs and the potential public backlash in this increaingly litigious society. Barring complete incompetance on their part (ok, possible but unlikely), my guess (like any of us, this IS a guess given what little we see/know) is that they had plans to stop the car by less-intrusive means, then those plans changed as the perp escalated the risk to the public. While I am no knee-jerk apologist for law enforcement, I am sensitive to the difficulty of their task, especially given the increased animosity, if not outright hostility, many in the public express toward those sworn to protect us with their own lives....a rock and a hard place is just one phrase that comes to mind.
