Wasn't the RS not available in america due to emissions standards, etc? If so wouldn't it also be the case with the 3.8l engine in the standard cars?

Absolutely correct on all points above. In typical Porsche fashion, the Powerkit was an ROW option offered on all models except the RS and RSCS. Never standard on any model and in any market.

Ok, I though that in France that option was standard on late 993 C4S.
