Default Rough Idle

I have done a couple searches on this and found a few posts, but I didn't see any conclusions to the problem and was wondering if anyone that had a rough idle got it fixed. The car is a 1996 C2 Cab with about 35k miles on it. It has had the carbon build-up factory cleaned about a year ago. Also, the major service including new plugs was done very recently. In addition, a new rotor/cap was installed about 1 week ago. The problem is a low idle with the A/C on. (800 with A/C off and 550-600 with A/C on). The things that I have found to check are 1) ISV 2) Vacuum Leaks 3) Oxygen sensors. Also, the CEL came on, but the only code in memory was a misfire and that was before the cap/rotor was replaced to correct that. Thanks for any and all help.

Was the distributor belt checked? If you are running on 6 plugs instead of 12, it can cause the low idle. Or so I've heard.
