Hey Guys, It works both ways. If the seller is an Verified PayPal Account holder and you file a complaint they will automatically freeze their account until the situation is resolved. If their account is $0 they will not allow any transaction until your dispute is resolve.
Personally PayPal refunded $2500 to me from a fraudulent Vender selling Porsche Sport Design II's. My only concern was that no formal charges were brought against this individual (i.e. wire fraud, mail fraud etc.).
There is no full proof method the some protection is better than none. Remember: Buyer Beware.
