Post Front bumper license plate holes

Are these holes drilled as standard? I'm looking at a '97 Cab and the guy says there is no accident history yet there are no holes in the front bumper - it's smooth. Owner lived in NY (where front plates are req'd) and now in MI (where only rear plate is req'd). Any thoughts?

Thanks,
Eric

ooopsss Kim, I guess I missed his point

Here's a pic of the Euro bumper from Gert's website:

IF it looks the same, then it probably is a Euro Bumper (which is a good thing).

Carfax then PPI if you're seriously interested (or just ask the guy what the deal is...if he's the first owner he should know).

I met a guy several weeks ago who had his bumper redone to look just like this & it looked great.
Fortunately he lives here in California where front plates are required for everyone except 911 owners At least that's what Kim told me

Kim,

how much are you paying for that?

They'll remove the bumper to do that, right?

I'm asking because I was quoted $500 and I'd like to know if that's reasonal (they'll paint the whole bumper, I thought $500 was ok since they'll remove the bumper cover).
