The cruise and spoiler not working is consistent with the speedo not outputting the “A” signal. If so, the problem is almost certainly internal to the speedo. But before sending it back to the folks that did the repair, you should determine if the speedo is getting the wheel signal by doing the measurement on pin 4. If it’s getting the input and not generating an output, it’s inside.

Is was able to get a reading at the OBDII of 11.7v. That didn’t change much while driving. The voltage of the vehicle was at 14.
I didn’t measure at the speedo plug because i don’t have the right clips.
