Is Custom Alignment the place to go in Mtn. View for wheel balancing?

Yes, and you should specifically ask for the dynamic balancing on the Hunter 9700.

I had my wheels polished at Wheel Tech. The job they did was just alright. I had to go back twice for the balancing because I experience shaking of the steering wheel.

I will give Custom Alignment a try and let you know.

I haven't used custom alignment but have used both Wheel Techniques and Roger Kraus Racing/Tires (in Castro Valley).

I thought Wheel Techniques did an ok job on refinishing and repairing my wheels and had no complaints about the balancing for the SO-3's I had shipped by Tire Rack. I've been very happy with the service at Kraus. The guy balancing my wheels had been going it for 15 years and I didn't even have to ask him to remove and replace the lug nuts by hand.
