Is it the first start or the first time you turn on the HVAC? Is the smell eminating from the inside of the car or outside?

Has the car ever been painted? When my (former) 95 C4 had the warranty rust repairs done around the windshield molding I would smell the paint when I got in first thing in the morning, but not really notice it later on.

I think commerical windshield washer fluid is 50/50 mix of water and alcohol. Maybe there is a leak or the cap is off?
