I live in NY which has among the most stringent laws, outside of CA.
Cars 25 years old and older do not need to have emission testing.
My car is a 97 with 33,000 miles, never had a CEL (perhaps the carbon hasn't built up enough).
I am a big DIY everything person and at some point will do a preventive SAI clean-out.
Isn't the 25 year limit on emission testing Federal?
If so, my understanding is that a clogged SAI system doesn't affect the performance of the car.
Pulling the bulb on the CEL light on a car with clogged SA ports will solve the problem of the light being on all of the time.
It would be wise to run a OBD2 scan, say 2 times a year to tell the driver about and problematic issues which would trigger the cell.
Excess oil consumption and not a CEL should guide you to a top end build or not.

As I recall from reading on this subject, pulling the check engine light bulb from the instrument affects other things, what which I don't recall.

I can't wait to leave NY.
High taxes and a lot of regulation.
They don't want to monitor old cars or trucks for emissions, but now they want to ban the use of gas stoves and force everyone to go electric.
Our idiot governor complains about money and wants the Fed to give NY more money.
However she just gave the Buffalo Bills close to 900 million dollars to build a new stadium. Pegula, the owner of the Bills, saw his net worth double to 7 billion during the pandemic.
I can't wait to leave NY.
