Is there any of this film on the crankshaft pulley, or in that area? Is the film oily?

If you shine a strong flashlight down into the tin below the crankshaft pulley, does it look wet?

How about the cam chain cases on the rear of the engine, any wetness, dripping or seepage from them?

In your photo above, either the inner belt has not been replaced, or the roller is pressing far too hard - look at the indentation on the belt. If the roller is jammed, you'd expect a burning smell, but if it is digging into the inner belt then that may explain the 'soot'.

Good plan.

You don't park it down a coal mine, in New York, do you?

I am new to the 993 only 2 months in and new to air cooled Pcars. I only drove it about 300 Miles and now the weather up in NY has been Snow. I’m going to to clean it up and monitor. Will check the oil level later today. Wow a lot to learn on these cars, but i love it!

If you’re snowed in it’ll have to wait. Oil level check has to be done with a hot engine while it’s running - dry sump process. Lots of discussion here.

There's a cobweb on the ceiling, near the striplight.

For heaven's sake man, clean it up
