So, can non-US OBC be converted to miles?

I know this question was touched upon a few days ago, but it did not seem to have a difinitive answer.
I have a chance to pick up a tachometer with OBC in Germany. It's a kmh OBC. Can it be converted to mph or, is logic inside different? Will the temperature display in degrees C only as well?
