Default ID for this fastener?

Trying to chase down a starting problem. The advice here is to check the battery ground strap, but it disappears
behind this plastic cover, and I don't have a tool to remove these fasteners. Help.

Try turning with a large flat bladed screwdriver and / or wedging it up at the same time?
Have you tried just pulling up on the plastic?
It might just be friction fit

Plastic self tapping;

Looks like yours its broken but a screw driver would normally work

You could also use a sharp chisel to dig into the edge and rotate it counterclockwise. Worst case pry it off. If it breaks, the part number is 999-049-018-40
