Default Engine Rebuild No Start!

For a little background:

A friend has a '98 C2S that he is building up as a canyon carver/track car. He managed to pick up a second engine that he had rebuilt with some happier cams that will be the basis of any future upgrades (keeping the original engine safe and sound).

Prior to the new engine going in, the car ran strong, no issues what so ever.

The new engine was installed, oil pressue was built up with DME relay removed
DME relay was installed, car turned over again but no bang.

Tests Completed to Date:

The car has spark.
There was no fuel pressure at all
Second and third DME relay was tested (1 known working one from another car) - Still nothing.

Completed the following electrical tests:

Tested for batter voltage at terminal 30 (DME Relay) - CHECK
Ignition on test of Terminal 86 - CHECK
Test for ground at Terminal 85 - CHECK
Jumped Terminal 30 and 87b to test fuel pump - CHECK Fuel pump working
Immobilizer was deactivated - Still nothing

I am about 500 miles from the car and trying to help out via SMS, EMail and Phone, but currently at a loss.

A number of people are saying it is the immobolizer, however we deactivated it and nothing.

Are there any other tests that can be done on the immobilizer to see if this is the issue.

Any help direction or ideas are greatly appreciated.

Verify the no fuel issue, remove the intake and filter. Spray a little starter fluid as someone cranks. should fire, you said there is spark.
This would definitely point to a fuel issue. Caused by ? All injectors not firing> Fuel pump not being told to run?

just wild a$$ guessing.

Hi @Trophy,

When you say no fuel, there is no fuel being pumped by the pump? The WSM has a section to diagnose fuel system problems... does this help?

Page 1262 and 1270

I also saw a few other diagnostics to do per the WSM on page 1247

Also if you have a durametric or ECU tool equivalent, there is a drive link you can activate to turn on the fuel pump without the engine on.

We can get fuel pressure by jumping the fuel pump at the DME relay. So we know that the pump is working properly.

As soon as we plug in the DME relay and try and start the car the fuel pump does not start, no fuel pressure.

Besides the simple test of replacing the DME relay with a new one, do you have a durametric or equivalent? Can you plug in the tool, put the ignition to on (without turning on the engine) and activate the fuel pump with the tool?

As a test, keep the fuel pump jumpered and running, and then try to start the car.

What do you mean you "deactivated " the immobilizer? Is that even possible?

I bet the immobilizer is the issue.

If the car cranks, the immobilizer is likely not the issue. I like the starting fluid idea. Time to check fuel pressure at the rail? Injector connections? How did you verify spark?

I would double check all your electrical connections before going with starter fluid, etc. how's your DME, did you swap it?
