According to a google search that light indicates the steering lock is engaged.

Maybe someone else will know of another reason though.

This is all I can find:

On the latest Porsche models, it means "Turn the steering wheel so that the steering wheel lock can engage/disengage."

Steering general for German cars:

Yellow Solid: Power steering assist reduced.
Yellow Flashing: Malfunction in the electronic steering column lock.
Red Solid: Power steering assist failure.
Red Flashing: Malfunction in the electronic steering column lock.

Power Steering Warning Light, Fluid and Failure

This light, a steering wheel and exclamation point, indicates that your vehicle’s power steering fluid levels are low or that there is a fault in the system. The steering wheel looks slightly different depending on the model of car or truck.

Spot #4 on the clock is for the immobilizer and that is an aftermarket gauge face from FVD with a custom icon.

More than likely your immobilizer has failed.

That warning light has nothing to do with your steering.

That make sense as there are no sensors I know of in the power steering system or the steering column lock on a 993.
