This whole mileage thing rather amazes me. Many of these 'higher' mileage cars have had great attention and maintenance. It is even funny to call a 1998 car with 60k high mileage. If it was bought early, it is 5 years old - that is 12k miles per year! A '95 is 8 years old. People who track their cars on a regular basis also tend to provide the most care.
Whether a 993 has 30k or 60k miles doesn't matter. Now if you were trying to buy a collector car, I can see where you would want less than 5k, otherwise, I just don't get it.
If you want a really new low mileage car, I know where you can get many. They are ususally only one year old and one owner (of course that owner was Hertz).
