There must be something capacitive. I had a fuse out a week ago and both frunk and engine compartment (LED) lights were dimly lit for quite some time.

With or without the engine running?
If the lights are LED they require very little current to remain illuminated. There probably is a capacitor somewhere in the system to reduce electrical noise from the alternator or as a short-term current store so the ECU doesn't lose its memory when changing a battery that may be retaining enough of a charge to illuminate a LED. Eventually, the LED will go out.
