Actually that's a turbo, so that's the correct placement of the SAI valve.

In a nutshell, the secondary air injection acts as a bellows to speed the heating of the catalytic converter. The SAI valve is nothing more than a check valve, which allows air flow in one drection and restricts it, in the other.

From what I understand the valves have a lifespan of about 15-25k miles, and then cease to function.

They very well could be a "contributing cause" to a clogged secondary air injection system, resulting in the throwing of a CEL on the 96 - 98, 993 OBDII system cars.
