Can Heated Steering Wheel Be Coded When car Ordered without one?

Default Brand new parts

So I installed brand new clockspring, wheel with heated module on my 9ya Cayenne. Changed PR codes and coded the car. Did the steering angle calibration etc to get the car back to normal state.
Pressed the heated button and nothing.
Went in to maint repairs and enabled the heat function and it heated up nicely. So at least I know the heat function works.
But I am now wondering as why the function doesn't work when pressing the button. Would the issue be the parts are brand new and have no activation code?

Anyone had any luck with brand new items? Thank you

Correct and it won’t work on the car without heated feature。

Either buy the one we activated or you have to get activation from us , it will be costly , piwis should be fine but you need activation code set
