Default Seized Exhaust Valves

I own a Jaguar F-Type but am looking for help because I have an issue that I have seen on Porsche forums as well. One of my active exhaust valves is stuck open and I can't free it. I have tried permatex anti seize but it is not viscous enough to seep into the spindle of the flap and just sits on top. Can anyone recommend the best penetrating product for this job? Requirements:

1. Needs to be aerosol so it can reach the valve

2. I would prefer a non-metal product to avoid reactions with dissimilar metals. Does anyone know the consistency of locktite non-metal spray?

3. I have seen 3-in-1 copper from WD40 recommended but doesn't seem to be sold in the US

4. Should be relatively heat resistant but doesn't really matter because it can burn off as long as it frees up the valve first.

You can get 3 in 1 here...I have a can of it and use it on my garage doors.

I don't think that is the same thing. They made several products but I'm referring to this one:

I only see it available in the UK but it looks perfect for what I'm using it for. Is the one you listed the same but just a different name? Does it have copper in the formula?
