This article is old news. I do agree tho the "fugly" lights are well, ugly.

Given the crude and simple styling, I'm betting that these are "soft tooled" front and rear fascias. Relatively cheap and easy to produce compared to production parts with hard tools. The other possibility is some sort of additive manufacturing process like industrial 3D printing but I'm not sure if the technology is there yet for the required mechanical and thermal durability.

Those weren't "fog lights" on the test mules. In the spy videos, you could see that they were placeholder blinkers. It was clear that Porsche had a change on deck.
From more recent mules, I suspect that Porsche has moved the blinker from the bumper to the headlight fixture. Our Mini Cooper does it all in one housing. Porsche likely has done the same.
