Washer Fluid Reservoir Leak?

Default Washer Fluid Reservoir Leak?

I had an early oil change at around 1,800 miles. When the dealer went to top off the fluids, they said my washer fluid reservoir tank was leaking and that I needed a new one. I went to a second dealer for another reason and they said that the first dealer had filled it up too much and it's normal.
I assumed the first dealer had been right, so never bothered to check it myself. I did last night and before I can see any fluid filling up to the top of tube, the fluid gushes out of the wheel arch. Is this normal? I do feel that there is plenty of fluid in the system before it starts dripping though. Is there an overflow tube by chance?

I remember this from the 718 forum, overfilled washer fluid reservoir cause leaks below a certain part of the car, but not sure it's applicable here.
