I wonder if he got a ticket? When I lived close to the Ohio River, I saw a lady drive around two H U G E signs re: road flooding and immediately buried her car (the road rose up slightly, and then way back down, and then up so it didn't appear too bad) BUT if you had ever taken that road before (and weren't asleep), you would know that.

When the police came, they called a tow truck and gave her a ticket. Proving that you can't make everything truly FOOL proof.

There's a video series that used to pop up in my YouTube feed where these people would intentionally try to cross this flooded road. I believe it's in the UK. There was always a bunch of people there standing to watch it happen everytime it floods.

According to news reports, the driver was one of many caught in a flash flood. I don’t think he was trying to cross or drive through an already flooded roadway. So yeah he could have very well just ended up on a flooded road, suddenly

Flash floods can happen very very fast. I’m glad you haven’t been in any situation like this.
