Default I can't tell the difference with PASM

I have a 2022 C2 with 20-21" wheels.Everytime I push the PASM button I can't really feel a difference between it being on and off. Anyone have any thoughts? Is there supposed to be a big difference?

Having spent 3 years modifying PASM settings with an aftermarket controller, I'll go out on a limb and guess that on the 992, Sport and Normal are probably damped similarly for moderate speeds, g-force, and throttle positions. The faster you go, and harder you corner, the dampers in Sport mode will probably stiffen more, and or earlier, than in Normal mode. That, or your PASM button is broken.

PASM is always 'on'. That button just switches the settings, as @colnagoG60 says there's not a huge difference but you should feel bumps and like when in sport mode.

You aren't going to notice much of a difference between normal and sport when driving on nice, smooth pavement. You should definitely notice a difference on bumpy or undulating roads and in corners.

Here's another question.....is the suspension in a base C2 the same as a C2S without the extras like PDCC,RAS,SPASM options?...would a minimally specd S feel the same as a base C2 on the street and track?

I can easily notice a difference on SPASM between settings even on smooth roads. I drive in sport suspension mode daily but our roads are nice and smooth.

Yes as long as wheels and tires are the same.

I used to think the same and then I moved where it snows and roads get torn up and let me tell you I can definitely feel a difference when I hit the button on Colorado roads

I have been driving in fairly nice roads and I cannot tell much of a difference. Admittedly, I have not been doing any particularly aggressive driving, am still in first few hundred miles.
