An M-Tuner license is good for a single vehicle/VIN only. So if you get a new car you'd need to buy a new M-Tuner.

I did not know you guys were able to do a track tune like that. Maybe MEngineering will be the way to go once my GTS arrives!
We optimize all of our calibrations to work with specific hardparts. It's a good idea to match your parts to the calibration. We can bring power and load down if you want it more conservative, that's no problem.

For clarification: the M tuner module/dongle needs to be changed with a new car or just buy a new license and retain the module when trading cars?

You need a new dongle for each car, they are attached to the license.
