It's a nice feature, if the wipers set too long in one position, then the rubber conforms to that position and you have to replace the blades sooner. A lot of these cars never go out in the rain, as such the wipers can stay in one position a very long time without this feature.
The windows do the same thing (at least on a Cabriolet).

I thought the same thing, too. Was relieved to find out it was by design to keep extend wiper blade effectiveness.
